Delegates Akers and Holstein moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:
A bill to amend and reenact §3-1-3, §3-2-2 and §3-2-5 of the Code of West Virginia, 1931, as amended; and to amend the code by adding a new section, designated §3-2-2a, relating to voter eligibility and residency requirements; requiring that a person be a legal resident of the state, county, or municipality in which he or she offers to vote; defining terms; providing factors for consideration when determining if a person is a legal resident; setting forth rules and principles for the determination of the residence of a person; providing for challenging the residency of a person; providing effective dates; providing an applicant must complete the voter registration application form prescribed by State Law and provide all information required on that form before their name can be placed on the voter rolls; and providing for what criteria are acceptable in proving identity for completion of a voter registration application form.
